These tactics aren't new—they're just repackaged. In the mid-20th century, mafia figures like Carmine Galante and Vito Genovese ruled neighborhoods through fear, extracting payments from shopkeepers under threat of “accidents” or police trouble.
Today, the power doesn’t come from the barrel of a gun—it comes from the levers of bureaucracy. Where mobsters once sent enforcers, now it’s city inspectors. Where protection money once bought safety, now “donations” buy peace from harassment.
Several small business owners, speaking under condition of anonymity, describe eerily similar experiences: an unexpected visit from a campaign aide or city liaison, a suggestion to contribute to the councilwoman’s reelection fund, and an unspoken threat of consequences for refusal.
One bakery owner in East Harlem recounted, “We got a call asking if we could support her next event. I said we were barely getting by, and two weeks later, we had three different inspectors show up—health, fire, and sanitation—all in the same week.”
These inspections often result in hefty fines or temporary closures—just enough to shake confidence and reinforce the idea that political allegiance is not optional, it’s survival.
